Can Lindsay Graham Broker a Deal on 9/11 Trials?

President Barack Obama's chief of staff, Rahm Emanuel, is deep in negotiations with Republican South Carolina Senator Lindsey Graham over where and how to try confessed 9/11 ringleader Khalid Sheikh Mohammed. At stake are not just civilian court trials for the man known as KSM and his co-conspirators, but also the legal fate of all terrorism suspects, the future of the Guantánamo Bay detention facility and the credibility of U.S. Attorney General Eric Holder. But as talks continue, Democrats on Capitol Hill and in the Administration are wondering just what Graham can deliver.

Last November, Holder announced that KSM would be tried in a lower Manhattan federal court. Obama publicly endorsed the plan, but after the failed Christmas bombing attempt on a Detroit-bound airliner, Republicans on Capitol Hill launched a punishing attack against it. At the White House, Emanuel came to believe that congressional Democrats might rebel and block a civilian trial for KSM. Worse, he feared that Democrats might go even further and turn on the President's goal of closing the Guantánamo facility.

The outreach to Graham in search of a compromise gained steam on the eve of the blizzard that gripped Washington in early February. Obama convened a meeting on the KSM trial with his small group of advisers on national security, including Emanuel, top political advisers David Axelrod and Pete Rouse, Deputy National Security Adviser Tom Donilon and Vice President Joe Biden. Also present was Holder.

At the meeting, Obama approved Emanuel's negotiations with Graham but stopped short of signing off on an actual deal that would change the trial plans. The President also expressed continued support for the principle of civilian trials for terrorism suspects, sources familiar with the meeting tell TIME.

Talks with Graham have been complicated. Initially, the idea was that in exchange for the White House's abandoning civilian trials for the 9/11 conspirators, Graham would deliver support for civilian trials for lower-level terrorists and for closing the Guantánamo Bay detention facility. But progress has been slow. "We don't anticipate a decision for weeks," says White House spokesman Ben LaBolt.

The Administration faces Senate challenges on the issue from several quarters. Senators John McCain and Joe Lieberman introduced a bill last week that would block civilian trials for foreign terrorism suspects, prevent terrorism suspects from being read Miranda rights and require that they be held in military detention. McCain and Lieberman are close to Graham, and their proposed legislation has raised questions among supporters of civilian trials about the usefulness of negotiating with Graham.

Graham, moreover, has brought other issues into the negotiations. "You should not be able to close Guantánamo Bay simply by putting Khalid Sheikh Mohammed in a military court," Graham said on Fox News on March 5. Among the other measures he wants to see implemented is legislation that would allow holding terrorism suspects without trial or charge and a method of handling detainees who win their habeas corpus cases. Bringing KSM into a military trial, Graham said, "is a good start to find a way forward."

On top of Graham's attempt to expand the negotiations, the discussions are further complicated by the fact that Hill Democrats don't have a good fix on votes and don't believe the White House does either. "I don't think they've done the legwork to determine if they have the votes," says a senior Democratic aide.

Democrats worry that by negotiating with Graham, the Administration is conceding defeat at the start. "It's a self-fulfilling prophecy," says a senior Senate Democratic aide, "because if you let it be known that you might cut a deal because you think you don't have the votes, then you won't have the votes."

But staying the course could carry a high price. Trying to fight on for civilian trials could produce the kind of dramatic vote against the President that took place last spring, when the Senate voted 90-6 to block the transfer of Guantánamo detainees to the U.S. A Graham amendment to block funding for civilian trials for 9/11 conspirators failed 55-45 last fall, but Democratic aides say an undetermined number of Democrats may have slipped since Christmas.

White House counsel Bob Bauer is drawing up a list of options for how to proceed on the trials. The battle will intensify as spending bills move through Congress next month and the Administration seeks funding to close Guantánamo Bay.

Why Women Have Sex

While figuring out what women want has stumped men for centuries, understanding how they think about sex may have just gotten easier. Cindy Meston and David Buss, psychologists at the University of Texas, interviewed over 1,000 women around the world for their book Why Women Have Sex and managed to come up with 237 reasons, ranging from the predictable — commitment — to the puzzling — curing a headache. Spoiler alert: love may be further down on the list than one might think. TIME spoke to Buss about the myriad mind games, turn-ons and turn-offs involved in female sexuality, and what a guy can do to stand a chance.
You co-authored a famous 2007 study "Why Humans Have Sex." Why focus on women this time around?
We discovered that women's sexual psychology turned out to be far more complex than we envisioned. [It] deserved an entire book-length treatment.(See photos: "The Best of the Bond Girls")
What differences between men and women did you notice?
There are important gender differences in sexuality, but these must be interpreted within the context of a high level of similarity. Both women and men have sex because they are physically attracted to the person, for pure pleasure, because they are in love, or simply because they are horny. But within the overall similarity, I'd say women's sexuality tends to be more linked with love and emotional bonding. Women, more than men, like sex when there's some kind of emotional connection. Men were more likely to have sex simply because the opportunity presented itself. Women tend to be pickier, especially for short-term sexual encounters. And men are more motivated to have sex to boost their status among their peers, although some women in our study also had sex for precisely this reason
What are the main reasons why women have sex?
The most frequent reasons include: sexual attraction to the person, the desire for physical pleasure, to express affection, to express their love for a person or because they were sexually aroused and wanted release.
Other important reasons are to boost their self-esteem or sexual esteem, to get revenge, to secure "mate insurance" in case a partner dumps them, to relieve pain, to achieve health benefits such as getting rid of a headache — yes, it works — to decrease stress, to lose weight and as a sleep aid. We devote one chapter to "sexual economics," which focuses on all the ways in which women have sex as an exchange for other benefits, such as getting her partner to take out the garbage, securing free dinners or getting expensive gifts. We also devote one chapter to what we call "the dark side" of women's sexuality — when women have sex because they were deceived, coerced or forced into it.
Any particularly surprising findings?
I was surprised by the importance of revenge. A few had sex in order to give someone else a sexually transmitted disease. More commonly, women's revenge sex involved getting back at a cheating partner, or having sex with the partner of a friend who had poached her partner. Actually, the frequency of mate-poaching also surprised me — the frequency with which women try to lure men who are already "taken," either for a short-term sexual liaison or a longer-term relationship. Most women have experienced mate-poaching in one form or another, either as the mate poacher or as the victim.
How does evolution explain some of these complexities?
Sexual attraction often boils down to what Darwin called "female choice." Modern women are the descendants of a long and unbroken line of ancestral mothers who made wise sexual choices. As descendants of these successful women, modern women carry with them the sexual psychology — the ancestral wisdom — that led to the success of their female forebears. So women find cues to health, status and protection to be sexually attractive. These are all qualities that led to better survival and reproductive outcomes.
On the competition side, evolution by selection is an inherently competitive process. It's a cliché that "the good men are all taken, permanent bachelors or gay." And there's some truth to this. The number of truly desirable and available men is limited. So women are in sexual competition with other women for access to the most desirable men. Modern women are the descendants of ancestral mothers who succeeded in besting other women in these sexual competitions.
What physical features do women tend to find most attractive in men?
Body is important to women. Women are sexually attracted to men with a V-shaped torso, or a high shoulder-to-hip ratio, and men who are taller than average. Interestingly, women do not like muscle-bound men, and men misperceive how muscular women want them to be. The face is also critical. A symmetrical face is a health cue, as are a good head of hair and masculine features such a strong jaw and a deep voice. Women generally don't find feminine-looking or feminine-sounding men to be sexually attractive.
What advice could you give to the men out there not blessed with Michael Phelps' torso and George Clooney's face? What can they do to stay in the game?
Have good hygiene. Sense of smell is critical. A man who smells bad, or who has bad breath — that can be a sexual kill switch for women. Interestingly, women have a keener sense of smell than men, so men are sometimes oblivious to how bad they smell to women. A man's scent conveys critical information to women about a man's health status.
The other thing to note about what women find sexually attractive centers on cues that convey personality, sense of humor, self-confidence and social status. These things can transform an average-looking man into a sexually attractive man in the minds of many women.

richest person

(MEXICO CITY) — Mexican telecom tycoon Carlos Slim is the world's richest person, jumping past Americans Bill Gates and Warren Buffett to become the first person from a developing nation to top the list, according to Forbes magazine.

The rise of Slim, the son of an immigrant shopkeeper who amassed a $53.5 billion fortune and bought a major stake in the New York Times, is part of an increased presence on the list of billionaires from emerging countries, said Forbes' reporter Keren Blankfeld.

Slim's worth surged in the past year as his cell phone holdings rebounded in value. He is the first non-American to top the list since 1994.

Arturo Elias Ayub, an executive at Slim's Telmex telephone company and the billionaire's son-in-law, expressed satisfaction that a Mexican businessman is now at the top of the list.

"The reaction is one of satisfaction, that this confidence in Mexico exists, and this confidence in our group's companies," said Elias Ayub, who frequently acts as Slim's spokesman.

But he said the 70-year-old magnate is not breaking out the champagne.

"This is a number brought out by a magazine that doesn't concern us, or worry us," said Elias Ayub, echoing Slim's 2007 comment about the top spot that had eluded him for years: a Spanish phrase — "me es impermeable" — that roughly translates as "I'm impervious to that."

Slim is known for wearing inexpensive suits and rarely using the computers his companies sell, preferring old-style paper notebooks. A baseball fan, his indulgences are largely limited to cigars and diet soft drinks.

While he owns — either personally or through his foundations and museums — an impressive collection of art, including works by French sculptor Auguste Rodin, he works out of a set of somewhat dowdy, 1970s-style offices.

A civil engineer by training, he has bought up troubled or government-owned companies of all types, fixed them up and resold them for huge profits.

That kind of thrifty eye for undervalued businesses has served him well, especially after the market downturns in recent years.

"In periods of crisis, he has always invested, and now we are beginning to see the fruits of that," Elias Ayub said.

Blankfeld said the 2010 top-10 list — which includes Slim, two billionaires from India and one from Brazil — reflects the increasing presence of developing nations, adding that Slim is the first person from one to top the list.

"They're kind of spread. It's a nice spread," she said of the list, long dominated by Americans and Europeans.

Gates' and Buffett's donations also played a role in their decline to the number 2 and 3 spots.

"A big reason for that is they are both very philanthropic," said Blankfeld. "They've given away so many billions of dollars."

Slim has donated to several causes, but not on nearly the same level. In January, he announced a $65 million donation for genetic research on cancer, type 2 diabetes and kidney disease in Mexican and Latin American populations.

Speaking to reporters in 2005, Slim described his philosophy.

"Wealth must be seen a responsibility, not as a privilege. The responsibility is to create more wealth. It's like having an orchard; you have to give away the fruit, but not the trees."

While Mexico belongs to the Organization for Economic Cooperation and Development, whose 30 members constitute the world's most important market economies, it is also a developing nation. More than 50 million of Mexico's 107 million people live in poverty, defined as not having enough money to meet housing, transport, education and other normal expenses. Extreme poverty — defined as not having money to buy enough food — afflicted 19.5 million people here in 2008.

In that landscape, Slim's $53.5 billion fortune has drawn frequent criticism.

"This is shameful," said Mexico City resident Ernesto Villanueva, 45. "This is part of what is wrong with the Mexican political system and the corruption in the circles of power, that allow there to be a few rich people and millions of poor."

Slim's conglomerate of retail, telecom, manufacturing and construction companies so dominate the Mexican commercial landscape it is often easy for Mexicans to find themselves talking over a Slim-operated cell phone at a Slim-owned shopping center waiting to pay a bill to a Slim-owned company at a Slim-owned bank. If the line is too long, they can catch a quick coffee at a Slim-owned restaurant.

Slim's Telmex company controls 83 percent of land phone lines in Mexico, and is also the leading Internet service provider. Another of his firms is the leading cell phone operator, and he wants to get into convergence services to offer television and interactive media.

While he has acknowledged that prices for Internet service in Mexico remain high, he has hotly denied operating a near-monopoly in calling services, or charging excessive prices for calls.

He also owns the Sears and Saks retail stores operating in Mexico. And last year,, he announced a $250 million investment in The New York Times.

After living for almost two decades in the shadow of Slim, some Mexicans say his wealth as an understandable — and perhaps inevitable — outgrowth of Mexico's lopsided, dog-eat-dog economic system.

"He was intelligent enough to get to where he is, while we, as a people, have never known how to unite ourselves," said 17-year-old Mexico City student Manuel Santibanez. "We are always looking out for ourselves."
